As part of the Capacity Building Training organized by the Center for Democracy and Human Rights (CEDEM), a distinguished civil society organization from Montenegro, ALF university of Belgrade member Marija Vlajković delivered two comprehensive lectures to members of the Montenegrin parliament and their administrative staff.

The training was held on October 28th and 29th in Montenegro under the auspices of the project “Inclusive Dialogue for Societal Progress,” funded by the European Union. The primary objective of this capacity-building initiative was to enhance the ability of the Parliament of Montenegro to monitor and assess legislative solutions in alignment with the EU legal framework.

In her first lecture, “The Process of Legal Harmonization with the EU Acquis,” Marija Vlajković provided an in-depth analysis of the EU acquis, including EU primary and secondary legislation, the negotiation process for candidate countries, and the complex process of harmonization. She also addressed the legal and technical challenges associated with legislative approximation and outlined mechanisms to facilitate a more efficient harmonization process.

The second lecture, titled “The Role of EU Institutions and National Parliaments in the Accession Process,” examined the diverse roles that national parliaments play in the EU negotiation process, with particular emphasis on the function of parliamentary bodies dedicated to EU integration in various candidate countries. Through interactive discussions with the participants, the session aimed to foster greater understanding of the crucial role of key institutions in accession negotiations and to empower parliamentarians and administrative staff to effectively monitor the negotiation process. Additionally, it provided an opportunity for participants to exchange experiences and identify shared challenges in supporting harmonization and legislative adaptation.

These lectures by Marija Vlajković were a significant contribution to strengthening the practical and theoretical understanding of EU legislative alignment, facilitating the capacity-building objectives of the training.
